Creates a popup
Usage 
popup.create [-q] <popupname>
Description
Creates a popup named <popupname>; if the popup already exists, a warning is printed. To create a nested popup, use popup.addsubpopup instead.
Switches
-q | --quiet
Run quietly: don't print warning and errors
